Does Car Share Play Fair ?

There are a number of start-up companies serving a new market.  Individuals are leasing their cars to these firms for rental by other individuals.  The car share firms skirt local airport and city transportation regulations.  What do you think; does car share play fair ?  Is this innovation or unfair competition ?  Are they providing a  rental car service or is this truly a new paradigm for travelers  ?
