Under pressure from locals, who say the 2 million annual visitors, many of them in cause blocks-long traffic jams while drivers make their way up the eight hairpin turns of the street, increasing pollution.
The City Council is considering two plans. One would toll the street 24/7 with a limit of 4,800 cars and a toll of $5; another version would operate as a toll road only froem 9 am to 9 pm; the fee would be $5 weekdays and $10 on weekends
