I took this picture on a spring morning in Nürnberg two years ago. It’s in the Altstadt, near where Adlerstrasse joins Kaiserstrasse. I can find it in Google Street View, even. But I can’t find a name or description anywhere—and I’ve searched articles on fountains, on public sculpture, on 20th century art in the city. So this time, instead of a Where in the World, I’ll settle for What in the World!

On 2nd reading, that’s presumably the title of the photograph, not the fountain. So still a mystery.
It’s always good to know the answer, but I like ‘Cups Runneth Over’ better. Sorry, Helmut.
Professor Abe has found the explanation for it all. it’s a 1977 work by Helmut Lederer, whose name translates to Shell Cascade Fountain. Here’s more from http://www.nuernberg-aha.de/
A broad-based work with a crowning hollow sphere and the effect of a not to be overlooked advertising space without message. You want to clean up the balls, place them in the bowls. It does not work! Amazement and deterrence balance each other. And that seems to be the unintentional positive effect: to make the boring pedestrians dynamic and to impose a direction he does not want to take, but seems to be voluntary. Quite after the much quoted method: the way is the goal. And the goal is predetermined.
The aim was above all to upgrade the pedestrian areas of Nuremberg’s Old Town more and more to places of encounter, cultural and adventure areas. Here you go out of the way. A thoroughly political work with a high impact.
