New York City deal almost halves Central Park licenses for horse-drawn carriages

New York City reached a deal  for legislation to almost halve the licenses for horse to perform carriage rides in Central Park. It will take three years to be fully implemented starting on June 1st. 

The deal will reduce licensed horses from  180 to 110  by Dec with  ultimate goal to reduce the number to 95 horses. And  by October 1, 2018,  the deal demands 75 horses  be given a long term home in Central Park stables therefore banning rides on the streets of Manhattan.

What problems were the horses causing?  Why would they want to reduce their number?  The carriages are iconic and part of the park scene.
