The US Government is lifting restrictions to travel to Cuba as of Friday,January 16, 2015 and issuing other changes.
US travelers will be able to use their American credit cards in Cuba. Travelers can also bring back $400.00 worth of goods from Cuba, including $100 worth of alcohol or cigars.

(1) family visits; (2) official business of the U.S. government, foreign governments, and certain intergovernmental organizations; (3) journalistic activity; (4) professional research and professional meetings; (5) educational activities; (6) religious activities; (7) public performances, clinics, workshops, athletic and other competitions, and exhibitions; (8) support for the Cuban people; (9) humanitarian projects; (10) activities of private foundations or research or educational institutes; (11) exportation, importation, or transmission of information or information materials; and (12) certain export transactions

But not quite as free as all that. Travel is still restricted to the purposes (such as education, family visits, journalism, cultural exchange, etc.) that formerly required obtaining individual licenses.
What has changed is that you no longer need to obtain a license; the government will assume you honestly belong to one of those categories…until and unless you irritate it.
