Delta is cutting seats for their international routes next winter by 3 percent. A strong dollar and regions that are feeling the decline in oil prices are the markets mainly affected. Service to Africa, Brazil ,India,Japan and the Middle East are losing seats. Delta is also suspending service to Moscow next winter.
