After 28 years of discussion, dispute, advances and retreats, Britain's government is again ready to ask Parliament to approve a major expansion for Heathrow Airport.
The controversial £14 billion proposal which would add a new runway, more terminals and a tunnel under the new runway for a major highway will be voted on within three weeks, and the outcome is far from certain, as there are opponents and supporters in both major parties.
Proponents of the plan say it would create thousands of jobs and encourage economic growth as well as easing air traffic, while opponents say it will create chaos, pollution and job losses elsewhere in the country. The plan includes £2.6 billion in compensation, sound-proofing and other amelioration measures.
