Paris' New Year celebration will go on, but quietly

Yes, it certainly is (the pierced tower). And in the lower right foreground, a corner of the roof of the Grand Palais.

I had friends who lived across the road from the Grand Palais and recognized the roof, but couldn't remember the name. I guess after 48 years some blanks are understandable.
